Obama: US, China in 'uncharted waters' on cyber

RANCHO MIRAGE, Calif. (AP) ? The United States and China are in "uncharted waters" as they tackle the contentious issue of cybersecurity, President Barack Obama said following the opening round of talks with Chinese President Xi Jinping at a summit in the California desert.

Both Obama and Xi carefully avoided directly accusing each other of cyber-espionage. But they acknowledged an urgent need to find a common approach to addressing the matter.

"We don't have the kind of protocols that have governed military issues and arms issues, where nations have a lot of experience in trying to negotiate what's acceptable and what's not," Obama said during a news conference with Xi late Friday on the grounds of the sprawling Sunnylands estate.

The question-and-answer session with reporters was bookended by more than two hours of private talks and a working dinner. Obama and Xi will reconvene Saturday morning for another round of discussions, which mark the first time the two men have met since Xi took office in March.

U.S. officials cast the more relaxed California summit as an opportunity for Obama and Xi to hold candid and free-flowing talks on the myriad issues that define the relationship between the two countries, including the economy, climate change and North Korea's nuclear provocations.

However, it's cyber security that has taken on increasing importance to the Obama administration in its recent talks with China.

Because of advances in technology, the issue of cybersecurity and need for rules and common approach for cybersecurity are going to be increasingly important, Obama said.

Obama said it was critical that the U.S. and China reach a "firm understanding" on cyber issues. But he stopped short of accusing China of orchestrating hacking attacks on American government and business computers.

Xi claimed no responsibility for China's alleged actions. He said his nation was also a victim of cyber-spying, but did not assign any blame.

The discussion on international cyber-spying was juxtaposed with new revelations that the Obama administration is collecting data from U.S. phone and Internet companies.

The president pushed back against the notion that the controversy over the widespread government surveillance undercut his credibility to take on China over cybersecurity. He insisted the two issues were separate and said concerns over hacking and intellectual property theft shouldn't be confused with the debate over how governments collect data to combat terrorist threats.

"That's a conversation that I welcome," he said.

China, too, has concerns about cybersecurity, Xi said, calling new technology a "double-edged sword" that can drive progress while causing headaches for governments and their regulators. Although he said China has been victimized by cybercrime, he did not specify who may have perpetrated them.

Speaking more broadly, Xi said he and Obama believe the two countries can approach each other in a way "that is different from the inevitable confrontation and conflict."

The U.S. has started bringing its complaints about persistent Chinese computer-hacking into the open after years of quiet and largely unsuccessful diplomacy. It has accused Beijing's government and military of computer-based attacks against America. While there have been no actual admissions of guilt, Chinese leaders have started acknowledging there is a problem and U.S. officials say the Chinese seem more open to working with the U.S. to address it.

On the economic front, U.S. manufacturers have long contended that China is manipulating its currency to gain a trade advantage. The U.S. trade deficit with China is the largest with any single nation. The U.S. government, however, has declined to label China a currency manipulator in an effort to narrow the trade deficit through negotiation rather than confrontation.

The two presidents were originally scheduled to hold their first meeting of the year in September, on the sidelines of an economic summit in Russia. But both countries agreed there was a need to hold talks earlier.

U.S. officials see Xi, who took office in March, as a potentially new kind of Chinese leader. He has deeper ties to the U.S. than many of his predecessors and appears more comfortable in public than the last president, Hu Jintao, with whom Obama never developed a strong personal rapport.

As the meetings continue, Obama will also be looking to build on Xi's apparent impatience with North Korea's nuclear provocations. The U.S. has welcomed Xi's recent calls for North Korea to return to nuclear talks, though it's unclear whether Pyongyang is ready to change its behavior.

Xi is likely to press China's claims of business discrimination in U.S. markets and to express concern over Obama's efforts to expand U.S. influence in the Asia-Pacific region, which China sees as an attempt to contain its growing power.

Significant under-use of genetic testing for inherited cancers puts health of entire families at risk

June 7, 2013 ? A new study of the use of genetic testing for cancer-causing mutations in affected families in France has found that its take-up is very low. Professor Pascal Pujol, Head of the Cancer Genetics Department, Montpellier University Hospital, Montpellier, France will tell the annual conference of the European Society of Human Genetics on June 9 that analysis of data from the French National Cancer Institute covering the years 2003 to 2011 showed that, although there had been a steady increase in tests performed for the breast and ovarian cancer-causing mutations BRCA1 and BRCA2, this was not the case with the MMR mutation, implicated in Lynch syndrome (a form of colorectal cancer). Only a third of relatives of individuals with either mutation underwent genetic testing themselves.

"Given that such testing can provide many options to enable individuals to manage their cancer risk, it is vital to encourage awareness and acceptance among both the public and medical professionals," he will say. "For example, removal of the ovaries in women over 40 years old who carry a BRCA mutation decreases their overall cancer mortality by 20% and prophylactic mastectomy can reduce the chances of breast cancer in women carrying such a mutation by around 90%. Those who are unwilling to undergo prophylactic surgery can benefit from increased surveillance, with regular MRI (magnetic resonance imaging) scans. For familial colon cancer, screening by colonoscopy has been shown to decrease mortality. It is therefore regrettable that so few people seem to be aware of the benefits of genetic testing in families with a history of breast, ovarian, or colorectal cancer."

Professor Pujol and colleagues from cancer centres across France analysed 240134 consultations and 134652 genetic tests from patients referred for a predisposition to breast or colorectal cancer. They found a substantial increase in tests for BRCA1/2 - from 2095 a year in 2003 to 7393 in 2011 -- but for MMR mutations the increase was tiny -- from 1144 to 1635 a year over the same period.

Mutations in BRCA1/2 genes are thought to be responsible for about 5% of all cases of breast and ovarian cancer. A woman with such a mutation has a risk of up to 87% of having breast cancer before she reaches the age of 80, as opposed to a risk of 8% in the general population. Such cancers are diagnosed at an average age of 43, as opposed to 60 in the general population, and are often more aggressive. In the case of ovarian cancer, a woman carrying a BRCA1 mutation has a risk of ovarian cancer of up to 63%.

Individuals with Lynch syndrome, or hereditary nonpolyposis colorectal cancer, have a 45% risk of developing colorectal cancer by the age of 70, and women with the syndrome are at increased risk of endometrial and ovarian cancers.

"While the increase in BRCA testing is encouraging, it is far from optimal. And the uptake of MMR testing for Lynch syndrome -- responsible for 5% of all colorectal cancers -- is frankly disappointing," says Professor Pujol. "And of course, positive test results may have implications for other family members.

"While we have only studied the situation in France, we believe that our findings would be likely to be replicated in many other countries across the world. It is extremely worrying that such a simple test, which has the potential to spare whole families from devastating illness, is being so under-used. We urgently need a major programme of awareness among all those concerned, involving medical education and training, information programmes for patients and their families, public health campaigning, and improved genetic counselling," he will conclude.

Turkish prime minister to convene party leadership

ISTANBUL (AP) ? Turkey's prime minister prepared to convene his party leadership Saturday as anti-government protests enter their ninth day, with thousands of people still occupying Istanbul's central Taksim Square.

Recep Tayyip Erdogan, who has said the protests must end immediately, will meet with top officials from his Justice and Development Party in Istanbul.

The protests began as a sit-in at a park in Taksim Square to prevent a redevelopment project that would replace the park with replica Ottoman barracks and a shopping mall. The mall idea seems to have fallen by the wayside, with Erdogan recently saying an opera house, theater and possibly a museum would be built instead.

But violent intervention by police to eject the protesters on May 31 outraged many, and the protests spread to dozens of cities across Turkey.

Over the past nine days of demonstrations and frequent violent confrontations with police, three people have been killed ? two protesters and a policeman ? and thousands have been injured.

The protests have attracted a broad array of people angered by what they say are Erdogan's increasingly authoritarian ways and his intervention in private lives. They point to attempts to curtail the selling and promotion of alcohol, his comments on how women should dress and statements that each woman should have at least three children.

A devout Muslim who says he is committed to upholding Turkey's secular tradition, Erdogan vehemently rejects charges of autocracy and points out that he enjoyed 50 percent support in the last elections in 2011.

Over the past week, protesters ? mainly young, secular and middle-class, but also including some religious Muslims who were formerly Erdogan supporters ? have set up camp in Taksim Square and its Gezi Park. They have vowed to remain there until the development project for the area is canceled ? something Erdogan has shown no signs of being willing to do.

On Saturday, police removed about a dozen tents erected by protesters at a park in the capital, Ankara. No trouble was reported. Police in the city set up barricades as thousands of people began a march toward a central square.

While Taksim Square has been generally quiet for the past few days, clashes have broken out in other parts of the city. Riot police used water cannon and tear gas against protesters who set up street barricades in the Sultangazi neighborhood on the outskirts of Istanbul overnight.

Witnesses said at least one person was injured, hit in the face by a tear gas canister. Early Saturday, bloodstains could be seen on the ground amid debris from burned garbage bins and damaged shops.

WASHINGTON (Reuters) - Employers likely stepped up hiring only slightly in May, a sign the economy was growing modestly but not strongly enough to convince the Federal Reserve to scale back the amount of cash it is pumping into the banking system.

The United States probably added 170,000 jobs last month, with the unemployment rate holding steady at a lofty 7.5 percent, according to a Reuters survey of economists.

Following a winter in which the economy seemed to be turning a corner, May would be the third straight month that payrolls outside the farm sector increased by less than 200,000.

"The labor market may not be as strong as we thought," said Kevin Cummins, an economist at UBS in Stamford, Connecticut.

The Labor Department will release the May employment report on Friday at 8:30 a.m. EDT.

The report could heighten concerns government austerity enacted this year is sapping vigor from the economy, and might dampen speculation the Fed might soon trim bond purchases aimed at lowering interest rates and boosting employment.

Officials at the U.S. central bank have intimated they could be close to tapering bond purchases despite modest economic growth which is not expected to pick up until late in the year when the sting from government spending cuts begins to fade.

Budget cuts have led to hiring freezes at many government agencies, and attrition could be slowly reducing payrolls. Government payrolls are expected to decline by 10,000 in May.

About 4.4 million Americans have been unemployed for more than six months, roughly three million more than pre-recession levels. The longer workers are out of a job, the greater the risk they become essentially unemployable. Fed officials next meet June 18-19 and are widely expected to keep purchasing $85 billion in bonds a month. Many economists don't expect the job market to be strong enough for the Fed to begin scaling back its bond purchases before December.

After barely growing in the last three months of 2012, the U.S. economy expanded at a moderate 2.4 percent annual rate in the first quarter but lost momentum as the quarter drew to a close. Most economists look for growth of around 1.5 percent in the current quarter.

U.S. factories are feeling the pinch from Europe's debt crisis, which has sent a chill over the global economy. The Institute for Supply Management said on Tuesday that U.S. manufacturing activity contracted in May. Manufacturing employment is seen rising by a meager 3,000 jobs last month.

The report is expected to show the length of the average workweek edged higher to 34.5 hours, which could signal demand is strong enough to trigger faster hiring in coming months. Average hourly earnings are seen rising 0.2 percent.

Another indicator of labor market health will come in the share of the population that is either employed or looking for work. Some of the recent drop in the jobless rate has been due to workers leaving the labor force, either because they retired, went back to school or gave up looking for a job.

The labor force participation rate was 63.3 percent in April, holding at a 34-year low for the second straight month. A stabilization of this indicator could point to more healing in the labor market.
