CHICAGO (AP) ? With Republicans locked in a contentious and expensive primary, President Barack Obama has spent a small fortune in recent months to build and maintain a campaign operation that is larger, more diverse and more focused on November's general election than any of his opponents' organizations.
Republican contenders like Mitt Romney and Rick Santorum have surely been watching their expenses during their primary elections: millions here for ad spending, millions there for travel, rallies and consulting fees. What's left keeps the lights on, the phones ringing and the staff paid.
But Obama, who faces no serious challenger for the Democratic nomination, has sunk his cash into an expansive brick-and-mortar operation with offices in nearly every state. His campaign has spent more than $135 million on operations through February, according to an Associated Press analysis of Federal Election Commission records. That's about $3 million more than all his GOP challengers combined.
Republicans bristle over reports that Obama's paid staff exceeds 500, many of whom work in the campaign's Chicago headquarters.
"I think the campaign is single-handedly trying to lower the unemployment rate by hiring field staff," Romney political director Rich Beeson said. "When they point to the fact about how many people they've got hired and how many offices they've got, they're just trying to distract people from the reality of (how) they're going to have a heck of a time finding people to get out and vote for him."
A review of Obama's balance sheets reveals a small army of paid staffers trying to help the Democratic president win a second term. Campaign filings list more than 330 paid staffers in Chicago and 200 more spread across the country ? payroll costs that exceed $6.3 million during the last two months alone.
The numbers also suggest signs of stress.
Obama's team has spent more than $7 million since January on fundraising-related expenses like postage, printing and telemarketing, in some cases to contact the same kind of low-dollar donors who supported Obama four years ago. The campaign also spent millions more on expenses like online advertising and consulting, which in some cases can be tied to fundraising.
With offices in nearly every state, the campaign also faces rising overhead. Through the first two months of the year, Obama spent approximately $1.1 million on computer equipment, $435,000 in rent and utilities, $305,000 on telephones, and $19,000 on office supplies, federal filings show.
"We're building the largest grass-roots campaign in history," campaign spokesman Ben LaBolt said. "You can see it here, but it's really happening in the states."
The core of Obama's operation is packed into the sixth floor of Chicago's Prudential building, where 300 staffers sit side by side at long rows of tables, working from laptops and cellphones. Colorful college pennants hang from the ceiling and often represent key swing states: the University of North Carolina, Ohio State and the University of Michigan. Need a designer T-shirt or bumper sticker? A room managed by two staffers houses a swelling collection of campaign memorabilia for sale.
In one corner, more than a dozen workers field questions from journalists scattered across the country. Elsewhere, others coordinate media appearances for Obama's high-profile supporters. Other staffers focus on fundraising, voter identification, social media and campaign-finance reporting.
Beyond the Windy City, Obama's campaign said it's already opened five field offices in Arizona, a state it expects to be increasingly competitive in the fall. The campaign is also taking advantage of party resources there, relying in part on the state's Democratic Party for staffing, phones and computer equipment, records show.
Obama's operation had $84.7 million in cash-on-hand by Feb. 29. But the Romney campaign ? which is hardly hurting for cash after raising about $74.8 million ? says it's not impressed.
Romney's Boston-based campaign is a fraction of the size of Obama's, although its organization dwarfs its Republican competitors. With around 100 paid staffers, Romney has spent more than $180,000 in rent and utilities since early January in at least 16 states, records show, from Massachusetts to Utah. Santorum, whose national headquarters was technically a post office box until this month, spent just $19,000 since the beginning of the year on rent-related expenses.
Romney's ability to compete against Obama's growing organization has become a selling point on the trail.
"As Republican primary voters in Illinois, we have an opportunity to look at the field of candidates, and look at them and say, 'Who can go toe-to-toe not just with Barack Obama, but the Chicago machine that is his operation?'" Rep. Aaron Schock, a top Romney supporter in Illinois, said recently. "We cannot afford to nominate someone on our ticket who cannot withstand the barrage, who does not have the organizational strength and fortitude to go toe-to-toe with Barack Obama."
Obama's massive campaign is part of what drives supporters to give money to "super" political action committees popping up this election cycle. Major super PACs like American Crossroads, which supports Republicans, and Restore Our Future, which supports Romney, have tens of millions of dollars apiece to help, thanks to federal court rulings that have stripped campaign-finance rules to allow unlimited ? and, at times, effectively anonymous ? donations from billionaires, corporations and labor unions.
"As a general rule, the big institutional money goes inordinately to incumbents regardless of party, while outside money plays the role of balancing out the party in power or stopping a specific initiative," Crossroads spokesman Jonathan Collegio said. GOP-leaning super PACs have spent more than $50 million on TV ads this election; Crossroads is largely waiting to spend its money until the general election.
Whatever the case, the Democrats' current financial advantage is something Obama's campaign isn't taking for granted. Obama changed course last month in his criticism of super PACs and began encouraging big-money supporters to give to Priorities USA Action, a group working in his favor.
The Republican Party has opened offices in three states this month and plans to expand to four others in April.

STANLEY, Falkland Islands (Reuters) - Thirty years after the Falklands War, patriotism is again running high on the islands as Argentina tries to pressure Britain to negotiate their sovereignty.
In the quiet island capital of Stanley, Union Jack flags and red, white and blue bunting are selling fast, and police are urging Argentine visitors - most of the veterans of the 1982 war - not to antagonize locals by waving their own national flag.
Residents of the far-flung, British-ruled territory say Argentines will get a warmer welcome here if their country drops its sovereignty claim for good. But few expect that to happen any time soon.
"The best we could hope for is that they realize the present track isn't getting them anywhere and that they need to start being a little bit more pleasant towards us," said Tim Miller, owner of a Falkland Islands garden centre and store where patriotic paraphernalia is flying off the shelves.
A series of tough statements on the Falklands by Argentine President Cristina Fernandez in recent weeks has fuelled pro-British sentiment on the disputed islands, which lie nearly 8,000 miles (12,700 km) from London and just a 75-minute flight away from southern Argentina.
Falklands flags and posters reading "British to the Core" adorn many car windows and front porches in Stanley.
"A lot of ordinary islanders who don't normally shout about sovereignty have got pretty worked up about it and that's where it's coming from," said Miller, who lost sight in one eye when he was hit by shrapnel from a British bombing raid during the 74-day conflict.
LITTLE BRITAIN
Some islanders are the descendants of British settlers who arrived eight or nine generations ago. There is a sizeable community of immigrants from Chile but the islands retain an unmistakably British character. Tea and fruit cake is served in the parish hall after Sunday mass at the Anglican cathedral, cars drive on the left-hand side of the road and pubs host darts competitions.
It is not quite a "Little Britain" of 3,000 people at the chilly tip of South America, however.
There is no unemployment in the Falklands and crime is so rare that many residents leave their cars unlocked with the keys in the ignition.
The islands' government had a budget surplus last year and the economy is buoyant, largely due to the sale of fishing licenses. It is getting an added boost from ongoing oil exploration and a boom in Antarctic cruises.
While upmarket goods on supermarket shelves and cafes with Wi-Fi and lattes reflect islanders' increasing prosperity, newcomers are still struck by the scarcity and expense of some products they took for granted at home.
"Every country is different and while you cringe at the prices and not being able to get some things, it's got so much going for it," said Karen Lee, 38, an accountant from southern England who settled in the Falklands 13 years ago.
"My children have so much freedom and that makes up for the four-pound ($6.34) lettuce or the lack of bananas - we blame the Argentines for that."
Argentine shipping controls put in place in 2010 have disrupted supplies of imported food from Chile, raising the price of fresh fruit and certain vegetables.
The Argentine government has also turned its back on earlier agreements to cooperate on fishing and oil exploration, Falklands officials say.
Argentina is trying to build international support for its claim to the islands, which are called the Malvinas in Spanish, and it has solid backing in Latin America.
Fernandez has urged Britain to follow U.N. calls for dialogue but London says it will only agree to sovereignty talks if the islanders ask for them - something they show no sign of doing.
As the 30th anniversary of the April 2 landing by Argentine troops draws near, islanders insist Argentina should respect their right to self-determination.
"I really hope (the diplomatic dispute) won't go any further because there's no appetite for an increase in tension here and there's no appetite for an increase in tension in the UK .... We rather hope Argentina will calm down," Falklands Governor Nigel Haywood said over tea at Government House last week.
"It would be a much nicer if in the 30th anniversary year we were able to keep looking forward with optimism to the future rather than think 'What's Argentina saying now?'" he said.
Argentina has claimed the territory since 1833, saying it inherited it from the Spanish on independence and that Britain expelled an Argentine population from the islands.
Fernandez, a combative centre-leftist who began her political career in the Patagonian region closest to the Falklands archipelago, won easy re-election late last year and her outspoken criticism of Britain as a decaying colonial power strikes a chord with supporters.
While the war is almost universally seen by Argentines as a mistake by the discredited military dictatorship ruling at the time, most believe the islands rightfully belong to Argentina.
SAVED FROM OBSCURITY
Islanders are the first to admit the Argentine invasion saved them from obscurity and gradual neglect by London, guaranteeing their defences, fishing revenue and breaking their former dependence on sheep farming.
"We don't know where we'd be now if the war hadn't happened. It put us on the map," said Chris Gilbert, 34, who runs a carpet business in Stanley.
"I remember you wouldn't even look at the sell-by date on tins, but nowadays people are fussy. They expect much more."
Plans by British company Rockhopper to start pumping oil offshore in 2016 have raised the stakes in the sovereignty dispute as well as the prospects of a huge windfall for the tiny community.
Locals are trying to keep their feet on the ground about the potential bonanza, which has been estimated at up to $167 billion in taxes and royalties over the years. The Falklands government received 42.4 million pounds ($67 million) in total revenue in 2009/10, primarily from fishing.
"I don't think we'll all be living in castles and driving Rolls Royces. It might be nice but there are lots of other things to do," said Roger Edwards, chair of the Falklands eight-member elected assembly.
"We've always said we'd love to repay Britain for the defence of the islands. If we could repay some of those costs, it would be wonderful."
HEARTS AND MINDS
When it comes to the sovereignty dispute, most islanders say the best they can hope for is a return to the policy of winning hearts and minds favoured by Argentina in the 1990s, when the foreign minister sent cartoon videos and greetings cards to children at Christmas.
Such tactics are remembered with a degree of mirth today. But some islanders say the attempts to make friends did go some way to healing relations shattered by the war that killed more than 900 people - most of them Argentine troops.
Ties cooled when Nestor Kirchner, Fernandez's late husband and predecessor as president, took office in 2003, and they have become steadily chillier since then.
"Any progress has been reversed by this government, it's all been lost," said Tony Smith, a local guide who escorts tourists, war veterans and journalists around the islands.
Edwards said he hoped it would one day be possible for the Falklands government to resume cooperation with its neighbour on strategic issues like squid stocks and oil exploration.
"We could still go back to doing a lot with Argentina, but they have to recognize that we're here," he said.
"There's no point in Argentina trying to ignore us because we are here, we are a people in our own right and if they want to change things, they'll have to go through us."

ROME (Reuters) - Prime Minister Mario Monti began a final push for a deal with unions on Tuesday over a revamp of labor laws aimed at creating jobs and underpinning wider reforms to Italy's weak economy.
The former European Commissioner opened informal discussions on a number of disputed points in the morning ahead of a meeting with labor leaders at 3.30 p.m. (1430 GMT) to try to reach a deal on easing long-cherished legal protections for workers.
The government argues the rules have contributed to years of chronically low job rates and minimal economic growth but the biggest union is resisting changes.
Four months after he was summoned from an academic semi-retirement to rescue Italy from a Greek-style debt crisis, Monti has won acclaim for taking action where his billionaire predecessor Silvio Berlusconi had, in the eyes of many, offered little more than rhetoric and distraction.
At the head of a government of technocrats installed with the approval of European Union partners - and Italy's creditors - Monti has already forced through a 33-billion-euro austerity package to try to stop the rot in public finances. He has made Italians swallow sharp cuts in future pension provisions and done away with a swathe of regulations on service businesses.
But Monti, who has made labor market reform a priority for his government, faces his first big moment of truth when he tries to deliver on a promise to broker an agreement on labor market reforms.
Failure to persuade union leaders, who fear they may have already given too much away in the atmosphere of national emergency, could mean mass strikes and ructions within Monti's left-right parliamentary coalition.
The prime minister has vowed to press on with reforms regardless, setting a deadline of the end of the month for reaching a workable compromise. And whatever happens on Tuesday, the arguments are likely to rumble on.
The meeting is being closely watched by investors as an indicator of how far Monti can go, and how fast.
Employers complain that regulations, many dating from the 1970s high-water mark of trade union power, are discouraging them from taking on new staff and stifling productivity.
"We're running the last mile," said Corrado Passera, the banker Monti brought into government in November as industry minister. "An agreement is within reach," he told reporters in remarks that are at odds with signals coming from some unions.
TWO-TIER LABOUR MARKET
Monti wants the unions to abandon rules enshrined in Article 18 of the labor law that make it difficult to fire workers in larger companies for all but the grossest of misconduct.
The rules have been blamed for contributing to a two-tier labor market, familiar across southern Europe, where older staff monopolize protected positions, leaving the young either out of work altogether or on precarious short-term contracts.
The metal-workers arm of the biggest union, the left-wing CGIL, has already laid down its marker for the day by calling on members to down tools for two hours of their own choosing during Tuesday. Leaders say they will not back down on rejecting Monti's proposed changes for newly hired staff to Article 18, a treasured achievement of employee protection law.
Other trade unions, which form part of a substantial unionized workforce of 12 million, or one Italian in five, have sounded a more conciliatory note, however, and the unions failed on Monday to come up with a common line. "An agreement is very possible," UIL labor leader Luigi Angeletti said on Monday.
His price, however, remained a substantial climbdown by the government on proposed changes to Article 18, which are intended to let employers sack workers who fail to perform. "All that must be done is to change the hard line," Angeletti told La Stampa newspaper, arguing the changes had "absolutely nothing to do with the economy, with flexibility or with job creation".
More than 30 percent of 18- to 24-year olds are unemployed, and only about 57 percent of Italians have a job, giving the country one of the lowest employment rates in the euro zone, and also among the slowest economic growth on the continent.
Monti must bolster estimates of the potential growth rate if he is to convince markets that, in the long run, Italy can pay off its debt. So far the former academic economist has been highly successful in turning around market sentiment.
Italy's benchmark bond yield has fallen to below 5 percent from highs of close to 8 percent near the end of last year. But investors may start changing their opinions if Monti fails to pull off the reforms of labor markets he has promised.

Updated at 10:25 a.m. ET: President Bashar al-Assad told U.N./Arab League envoy Kofi Annan on Saturday that no political solution was possible in Syria while "terrorist" groups were destabilizing the country.
"Syria is ready to make a success of any honest effort to find a solution for the events it is witnessing," state news agency SANA quoted Assad as telling his guest.
"No political dialogue or political activity can succeed while there are armed terrorist groups operating and spreading chaos and instability," the Syrian leader said after about two hours of talks with the former U.N. secretary-general.
While they discussed the crisis, Syrian troops were assaulting the northwestern city of Idlib, a rebel bastion.
"Regime forces have just stormed into Idlib with tanks and heavy shelling is now taking place," said an activist contacted by telephone, the sound of explosions punctuating the call.
Sixteen rebel fighters, seven soldiers and four civilians were killed in the Idlib fighting, according to the Syrian Observatory for Human Rights, which said 15 other people, including three soldiers, had been killed in violence elsewhere.
Russian Foreign Minister Sergei Lavrov, who met Annan in Cairo earlier in the day, told the Arab League his country was "not protecting any regime", but did not believe the Syrian crisis could be blamed on one side alone.
A Syrian-American woman, who is also a teacher in San Jose, is trying to contact her family in Homs, often her only source of information is images posted on social media.
He called for a ceasefire and humanitarian aid access, but Qatar and Saudi Arabia sharply criticized Moscow's stance.
'Truce not enough'
Qatari Prime Minister Sheikh Hamad bin Jassim al-Thani, who has led calls for Assad to be isolated and for Syrian rebels to be armed, said a ceasefire was not enough. Syrian leaders must be held to account and political prisoners freed, he declared.
"We must send a message to the Syrian regime that the world's patience and our patience has run out, as has the time for silence about its practices," Sheikh Hamad said.
Saudi Foreign Minister Saud al-Faisal said shortcomings in the U.N. Security Council, where Russia and China have twice vetoed resolutions on Syria, had allowed the killing to go on.
Their position, he said, "gave the Syrian regime a license to extend its brutal practices against the Syrian people".
Saudi Arabia and Qatar, which are both ruled by autocrats and espouse a strict version of Sunni Islam, are improbable champions of democracy in Syria. Riyadh has an interest in seeing Assad fall because this could weaken its Shi'ite regional rival Iran, which has been allied with Syria since 1980.
International rifts have paralyzed action on Syria, with Russia and China opposing Western and Arab calls for Assad, who inherited power from his father nearly 12 years ago, to quit.
Lavrov told Arab ministers a new U.N. Security Council resolution had a chance of being approved if it was not driven by a desire to let armed rebels take control of Syria's streets.
Syria opposition chief rejects UN peace talks
The United States has drafted a fresh resolution, but the State Department said on Friday it was not optimistic that its text would be accepted by the Council.
France says it will oppose any measure that holds the Syrian government and its foes equally responsible for the bloodshed.
Despite their differences, Lavrov and Arab ministers said they had agreed on the need for an end to violence in Syria.
They also called for unbiased monitoring of events there, opposition to foreign intervention, delivery of humanitarian aid and support for Annan's peace efforts.
Dissidents skeptical
Annan also planned to meet Syrian dissidents before leaving Damascus on Sunday. He has called for a political solution, but the opposition says the time for dialogue is long gone.
"We support any initiative that aims to stop the killings, but we reject it if it is going to give Bashar more time to break the revolution and keep him in power," Melham al-Droubi, a Saudi-based member of the Muslim Brotherhood and of the exiled Syrian National Council, told Reuters by telephone.
Annan's trip to Damascus followed a violent day in which activists said Assad's forces killed at least 72 people as they bombarded parts of the rebellious city of Homs and sought to deter demonstrators and crush insurgents elsewhere.
Decisive victory has eluded both sides in an increasingly deadly struggle that began as a mainly peaceful protest movement a year ago and now appears to be sliding into civil war.

They're looking for mentions of words and phrases related to government agencies ("Department of Homeland Security," "Homeland Defense," "agent," "task force," air marshal"),?domestic security ("assassination," "attack," "cops," dirty bomb," "shooting"), hazardous materials ("hazmat," "nuclear," "chemical spill," "leak") and health concerns ("flu," "ebola," "contamination," "virus," "small pox").?
