Mark Dubowitz, a sanctions expert advising the White House on Iran, said the Obama administration is having detailed discussions on the merits and consequences of forcing SWIFT to block Iranian transactions.
Some in the administration also prefer to give time for new sanctions on Iran's Central Bank, officially enforced starting just this month, to take hold before layering on a round of even more draconian penalties.
SWIFT was involved in a separate controversy when it was revealed in 2006 that it had skirted the EU's strict privacy laws after the Sept. 11, 2001, attacks by transferring millions of pieces of personal information from its U.S. offices to American authorities as part of the US Terrorist Finance Tracking Program.
"It is an essential cog in the wheel, if not the wheel itself, in international financial transactions and trade," said David Aufhauser, former general counsel at the Treasury Department who worked with SWIFT to set up that information transfer.
SWIFT handles cross-border payments for more than 10,000 financial institutions and corporations in 210 countries. It lets users exchange financial information securely and reliably, thereby lowering costs and reducing risk. It operates on trust and neutrality ? SWIFT accepts nearly all comers and does not judge the merits of the transactions passing through its secure message system. Its managers generally brush off investigators and enforcement agencies, telling them to take up suspected wrongdoing directly with nations or corporations.
Established in 1973, the essential but little-known hub is overseen by major central banks, including the U.S. Federal Reserve and the European Central Bank.
Lawyers familiar with SWIFT's operations said it could bar processing actions with any Iranian party or third parties representing Iran, though that would open the consortium to complaints of favoritism or political influence. It could permit the processing but quarantine Iranian transactions, or require warnings to those doing business with Iran. Penalties on Iran short of expulsion could allow SWIFT to preserve a greater appearance of neutrality but make business partners think twice, lawyers said.
Proponents of blocking Iran from SWIFT say the financial network's own bylaws require that its services not be used to facilitate illegal activities and allow it to prohibit users that are subject to sanctions.
While the U.S. and Europe debate options, some American lawmakers are trying to increase pressure on SWIFT. The Senate Banking Committee passed a measure earlier this month directing the White House to press SWIFT to block Iranian entities.
Rep. Ileana Ros-Lehtinen, chairwoman of the House Foreign Affairs Committee, also introduced a tougher bill that would compel the administration to sanction SWIFT unless it stopped providing services to Iran.
If lawmakers were to pass a compromise bill, final legislation could land on the president's desk in late spring or early summer, according to a senior Senate aide.
The pending legislation has caught the attention of officials at SWIFT. The financial network's general counsel and other advisers requested a meeting with congressional lawmakers and staff, the aide said.
Those meetings are scheduled in Washington for the week of Feb. 20, said the aide, who also spoke only on condition of anonymity.
Officials close to the White House say the Obama administration is comfortable with the less restrictive language in the Senate Banking Committee measure, but has concerns that more-binding legislation would leave the U.S. less flexibility in dealing with Iran.
SWIFT did not respond to requests for comment. In a brief statement posted on its website, the consortium said it is committed to fighting misuse of the financial system to finance terrorism and has cooperated with enforcement agencies in the U.S. and Europe.
Without addressing the specifics of a full expulsion or more limited block on Iranian transactions, SWIFT's statement urged caution.
"SWIFT remains committed to maintaining its role as a neutral global financial communications network" while complying with sanctions laws, the statement said.

GENEVA (AP) ? The tidy Swiss want to clean up space.
Swiss scientists said Wednesday they plan to launch a "janitor satellite" specially designed to get rid of orbiting debris known as space junk.
The 10-million-franc ($11-million) satellite called CleanSpace One ? the prototype for a family of such satellites ? is being built by the Swiss Space Center at the Swiss Federal Institute for Technology in Lausanne, or EPFL.
EPFL said Wednesday its launch would come within three to five years and its first tasks are to grab two Swiss satellites launched in 2009 and 2010.
The U.S. space agency NASA says over 500,000 pieces of spent rocket stages, broken satellites and other debris are being tracked as they orbit Earth.
The debris travels at speeds approaching 17,500 miles per hour (28,000 kilometers per hour), fast enough to destroy or inflict costly and time-draining damage on a satellite or spacecraft. Collisions, in turn, generate more fragments floating in space.
"It has become essential to be aware of the existence of this debris and the risks that are run by its proliferation," said Claude Nicollier, an astronaut and EPFL professor.
Building the satellite means developing new technology to address three big problems, scientists say.
The first hurdle has to do with trajectory: The satellite has to be able to adjust its path to match that of its target. EPFL said its labs are looking into a new ultra-compact motor that can do this.
Next, the satellite has to be grab hold of and stabilize the debris at high speeds. Scientists are studying how plants and animals grip things as a model for what would be used.
And, finally, CleanSpace One has to be able to take the debris, or unwanted satellites, back into Earth's atmosphere, where they will burn on re-entry.
Swiss Space Center's director, Volker Gass, said it hopes to someday "offer and sell a whole family of ready-made systems, designed as sustainably as possible, that are able to de-orbit several different kinds of satellites."

LONDON ? Britain's biggest-selling tabloid newspaper was fighting to contain the damage after five of its employees were arrested Saturday in an inquiry into the alleged payment of bribes to police and other officials, detectives and the newspaper's parent company said.
Rupert Murdoch's News Corp. said the five employees from The Sun tabloid had been detained and that police had searched their homes and the group's London offices, potentially deepening the scandal over British tabloid wrongdoing.
A 39-year-old female employee at Britain's defense ministry, a 36-year-old male member of the armed forces and a 39-year-old serving police officer with Surrey Police, were also arrested, police said.
The development follows the arrest of four current and former journalists at the newspaper last month in connection with the same bribery inquiry.
Sun editor Dominic Mohan expressed his alarm at Saturday's arrests, but insisted the six-day-a-week newspaper would continue its work.
"I'm as shocked as anyone by today's arrests, but am determined to lead The Sun through these difficult times," Mohan said in a statement. "I have a brilliant staff and we have a duty to serve our readers and will continue to do that. Our focus is on putting out Monday's newspaper."
Two people familiar with the matter, both of whom requested anonymity because they were not authorized to publicly discuss the issue, said Murdoch was scheduled to head to London in the near future to spend time with the company's journalists. One person explained that the trip had been planned for some time and wasn't in reaction to the latest arrests.
News Corp. declined to comment on Murdoch's travel plans, or on whether he planned to address staff at The Sun.
Murdoch closed down the 168-year-old News of The World tabloid in July amid public anger when the extent of its phone hacking of celebrities, public figures and crime victims was exposed.
A former News of the World executive, who also requested anonymity to discuss the ongoing investigations, said The Sun's current deputy editor Geoff Webster, picture editor John Edwards and chief reporter John Kay were among those arrested Saturday. Sky News and other British media reported that chief foreign correspondent Nick Parker and reporter John Sturgis were also being questioned. News Corp. would not publicly confirm the identities of those detained.
The executive ? who said he was in touch with the Sun's senior staff ? claimed that management there were "fighting to halt morale collapse" at the tabloid, describing Mohan as "somewhat shellshocked" by the arrests.
A total of 21 people have now been arrested in the bribery probe ? including three police officers ? though none has yet been charged. They include Rebekah Brooks, former chief executive of Murdoch's News International; ex-News of the World editor Andy Coulson ? who is also Prime Minister David Cameron's former communications chief; and journalists from both the News of the World and The Sun.
Police said the inquiry ? which is running in parallel to investigations into phone hacking and alleged email hacking ? had also now widened its remit. It was initially focused on whether reporters had illegally paid police officers for information, but will now examine whether other public officials were also targeted.
In a statement, police confirmed the latest arrests came after information was provided to detectives by the management standards committee of Murdoch's News Corp., set up to investigate alleged malpractice.
News Corp. also confirmed that it had supplied the police with information, but insisted it would "continue to ensure that all appropriate steps are taken to protect legitimate journalistic privilege and sources, private or personal information and legal privilege."
"News Corporation maintains its total support to the ongoing work of the management standards committee and is committed to making certain that legitimate journalism is vigorously pursued in both the public interest and in full compliance with the law," it said.
Britain's National Union of Journalists claimed some News International staff felt let down by managers over their cooperation with the police. "Journalists are reeling at seeing five more of their colleagues thrown to the wolves in what many sense to be a witch-hunt. They are furious at what they see as a monumental betrayal on the part of News International," the union's general secretary Michelle Stanistreet said.
"Once again Rupert Murdoch is trying to pin the blame on individual journalists hoping that a few scalps will salvage his corporate reputation," she said.
All eight people arrested Saturday are being questioned by police in London and at stations in the southern England counties of Kent, Essex, Surrey and Wiltshire.
Police said later Saturday that they had completed searches at the offices of News International, a division of News Corp., in east London.
The five journalists from The Sun ? aged between 45 and 68 ? are being quizzed on suspicion of offenses of corruption and aiding and abetting misconduct in a public office. Police said the three public servants were being questioned on suspicion of misconduct in a public office and corruption offenses.
Deborah Glass, deputy chair of the Independent Police Complaints Commission, said Britain's policing watchdog was cooperating over the inquiry. "Today's arrests are further evidence of the strenuous efforts being undertaken to identify police officers who may have taken corrupt payments," she said.
Assistant Chief Constable Jerry Kirkby, of Surrey Police, confirmed that one of his force's officers was being questioned. "The force takes matters of this nature extremely seriously and we will not hesitate to respond robustly to allegations where there is evidence to support them," he said.
Surrey Police was responsible for the investigation into missing 13-year-old girl Milly Dowler, who was later found murdered. A wave of public revulsion over the disclosure that reporters had intercepted her voicemails in 2002 led Murdoch to close down the News of The World.
Britain's ministry of defense declined to comment on the arrest of the defense official.

REVIEW: Anyone who's previously been exposed to the work of screenwriters Abby Kohn and Marc Silverstein will know what to expect from "The Vow"; fans who lapped up the prefab boy-girl inanities of "He's Just Not That Into You," "Valentine's Day" and "Never Been Kissed" will likely fall for it, while those who suffered through any of the above would rather do latrine duty during a diarrhea outbreak than be subjected to this, their blood relation. Screen Gems' slow, sincere romantic concoction cannot conceal what it is, a commodity manufactured to be sold to a very specific audience for Valentine's Day. Women supposedly get to call the shots on what film to see on this holiday, and enough will pick this to make it click at the box office. But good luck to the young men who get roped into going.
"The Vow" has the benefit of being based on a true story (a postscript shot reveals -- big surprise -- that the couple in question looks nothing like Rachel McAdams and Channing Tatum), but its melodramatic premise more than anything resembles soapy tearjerkers of the '30s and '40s in which incredibly extreme predicaments prevented lovers from being together or mothers from holding on to their children. Such heart-tuggers have their appeal to some people in any era, but earnest hokum of this nature has become increasingly rare. And for a reason.
Still, if it's cast correctly and directed with a straight face, you can fool some of the people some of the time and so it will likely be for this cocktail of contrivance. In the lulling opening scene, lovebirds Paige (McAdams) and Leo (Tatum) emerge from the beautiful old Chicago specialized cinema the Music Box on an enchanting snowy night, get in their car and are promptly rammed from behind by a truck, sending Paige flying through the windshield (in extreme slow motion).

Cut to four years earlier and the beginning of the Paige-Leo love story, which is cute enough, particularly when they marry surreptitiously in a gallery of the Art Institute of Chicago (where she's a student). But back in the present, trumped-up conflict arrives at the hospital in the form of Paige's long-absent parents (Sam Neill, Jessica Lange), rich old prigs who try to use the excuse of their daughter's memory loss of her more recent years -- she hasn't a clue who Leo is -- to pry her away from her husband and bring her back to their Lake Forest nest.
The key to the film for dreamy-eyed girls ready, willing and anxious to capitulate is that Leo is truly in love with Paige. Reluctantly agreeing to return to their (very expensively appointed) downtown loft to see if a reintroduction to her old routine will begin to jar her memory loose, Paige isn't even jolted into recognition by the sight of her hunky husband naked (from the rear, as far as the audience is concerned). But Leo perseveres and, through all manner of rejection, trouble from her parents and a downturn at the recording studio he runs, he dedicates himself to the proposition that, ?I've got to make my wife fall in love with me again.?
In due course, her asks her out on a "first date," gets her to skinny dip (with underwear) in Lake Michigan and accompanies her back to their old haunt, the Cafe Mnemonic (ha-ha). She still can't remember Leo, who waits patiently and chastely (but often without his shirt) through it all, even when Paige has no trouble remembering her high school amour Jeremy (Scott Speedman), whom she jilted but who wants to take advantage of the unusual situation to snatch his prize back from Leo's grasp.
In his big-screen feature debut, Michael Sucsy, who made his name with the HBO dramatization of "Grey Gardens," directs with computer-like precision; every composition and cut is made with its calculated effect readily evident. Particularly egregious are the countless music cues for the pale pop songs, on each one of which you can feel the button being pushed for the desired emotional effect.
Based on a true story, A couple survives a car accident only to have the woman (Rachel McAdams) experience severe memory loss, leading her husband (Channing Tatum) to win her heart again. Opens Feb. 10.
It's hard to know how a woman is supposed to behave if she has a several-years memory gap, but McAdams makes this one pretty spunky, if clueless what to make of this muscle guy who has nothing but great things to say about her and the times they had together. While limited in range, to be sure, Tatum is actually okay with what he has to do; he never strains to achieve something he's not able to pull off and he does make you believe he's taken with this young lady to the exclusion of all others; he's good to his vow.
Chicago gets to show off in a number of shots, particularly in the Grant Park lakefront area, but most of the film was shot in Toronto.
